The International Department is amongst other responsible for Malawi To strengthen the Malawi Red Cross Society (MRCS) EU team, the department is looking for a WASH Delegate. Position title: WASH Delegate Duty station: Lilongwe, Malawi with frequent travels to Mzuzu and Karonga, Malawi Time period: 31 December 2016 Starting Date: 01/12/2015 Status: Single posting

Rationale The Netherlands Red Cross (NLRC) has been working in Malawi since 2003 and is in the process of strengthening the current partnership with the Malawi Red Cross into a long-term partnership. The aim of this partnership is to contribute to effective and sustainable programme service delivery by the MRCS through its branches to communities and beneficiaries which will ultimately lead to strengthened community resilience. NLRC supports several programmes in Malawi: an HIV&AIDS programme, a ‘mother and child health’ programme and a programme focusing on reducing child mortality caused by diarrhoea. In June 2014 an EU funded project concerning integrated WASH in low-income areas was signed, thus adding a fourth project.

Summary statement and responsibilities

The WASH Delegate will provide technical assistance and quality assurance to the Malawi Red Cross Society (MRCS). The assistance relates to facilitating the successful implementation of an EU funded WASH project.

The position will require communication with mentioned MRCS, as well as sub-contractors.

The WASH Delegate will facilitate continuous learning through collection and dissemination of lessons learnt and best practice, and development and delivery of relevant training and mentoring to the MRCS. He/she will be responsible for the EU project, in close collaboration with the NLRC Country Representative based in Lilongwe. Communication with the EU delegation in Malawi and internationally will however remain with the Regional Programme Coordinator in the Hague.

Position in the organization

Under the overall supervision of the NLRC Country Representative, the WASH Delegate will support the MRCS EU project staff throughout the full project cycle. They will be responsible for ensuring best practices, providing ongoing technical advice to MRCS and implementing capacity building initiatives within the project staff members.

Key Responsibilities

EU Grant Management: - Facilitate regular communication with MRCS about donor specific regulations, and internal policies and procedures. - Ensure planning, reporting and monitoring, throughout the project cycle, according to EU and NLRC procedures and the MOUs / grant agreements signed. - Support MRCS to ensure consistent application of guidelines and formats for administrative, financial, logistic and accounting -internal and donor- procedures. - Review project progress, together with MRCS, ensuring the tracking of project progress against targets, and reviewing quarterly program reports and financial reports with senior management. - Provide accurate and up to date information to the NLRC country representative and NLRC HQ regarding progress and deadlines. - Support the coordination of program reviews, including internal and external evaluations and donor field visits. - Follow and facilitate continuous learning from past project experiences and new developments together with MRCS. - Provide guidance, management and capacity building of MRCS national staff involved in the project (financial management, grant management, among others). - Adhere to the visibility and communication plan for all partners involved in the project. - Generate and share ideas with MRCS for future projects, collaborating in the identification of needs, project ideas and development project proposals.

General Duties - Work towards the achievement of MRCS and NLRC goals in Malawi through effective managerial and lateral relations and teamwork. - Support a well-coordinated and complementary Movement approach. - Represent the NLRC where necessary. - Ensure understanding of communication channels, roles, responsibilities, lateral relationships and accountabilities. - Perform other work related duties and responsibilities as may be assigned by the supervisor. - To uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.

Requirements/Qualifications - University degree or similar professional qualification in International Development or related field. - Five or more years related Project Management experience at a senior level including at least three years in developing country contexts. - Minimum three years of experience managing Water, Sanitation and Hygiene Promotion (WASH) programmes. - Three years of experience with EU donor requirements including narrative and financial reporting. - Strong leadership, team building, negotiating, influencing and relationship building skills. - Minimum five years project management experience with a priority given to those who can demonstrate analytical, planning, monitoring and reporting skills. - Exceptional written and verbal communication skills in English. - Experience working as part of a multicultural team. - Fluent written and spoken English.
