We are looking for a highly qualified and motivated individual to strengthen Danish Demining Group's (DDG's) mine action activities in Myanmar.
Who are we?
The Danish Demining Group (DDG) is a unit within the Danish Refugee Council (DRC).
DDG's mandate is to recreate a safe environment where people are free from the threat of landmines, explosive remnants of war and small arms and light weapons.
DDG has been present in Myanmar since 2013 seeking to address the threats posed by landmine contamination resulting from decades of civil strife. Myanmar is a highly contaminated country with mines and unexploded ordnance. It is therefore an essential part of DDG’s work to provide education to communities to effectively protect them from these threats that affect their daily life. DDG's Mine Risk Education work is supplemented with support to landmine victims and all activities are closey linked with DRC's humanitarian activities. Once existing restrictions on mine action in Myanmar are removed, it is DDG’s aim to provide further assistance in conducting survey and clearance activities to the benefit of communities under threat.
About the job
The Mine Action Programme Manager/Operations Manager reports to the DRC/DDG Country Director, with reporting lines related to the management of DDG projects to the Head of DDG and Global Specialist Lead on Mine Action.
Duties and Responsibilities
The overall responsibility of the position is to manage and further develop the DDG portfolio of projects in Myanmar within the DRC/DDG country team.
Position’s Specific Duties and Responsibilities
- Lead the implementation of DDG/DRC‘s humanitarian mine action activities in Myanmar and seek synergies with non-mine action activities within the rapidly changing country context
- Lead development and continuous update of mine action program strategy in close coordination with the Country Director and DDG HQ focal points
- Ensure that the mine action objectives and program implementation are consistent with DDG SOPs, relevant international standards, and best practice in the sector
- Monitor technical operations, including: SOPs; structure/capacity (types of team size, numbers, coordination between); reporting; database
- Lead resource mobilisation efforts for mine action activities in close coordination with the Country Director
- Develop mine action project proposals and budgets, in coordination with relevant focal points locally and in the HQ
- Monitor monthly and annual program expenditure of mine action related activies with assistance from the DRC HoFA
- Implement outcome and impact monitoring frameworks for DDG programming.
- Liaise with current and potential mine action partners and donors
- Liaise with mine action and other relevant authorities at national and local levels
- Act as the focal point for Safety & Security and provide guidance and support to ensure compliance with the DRC Programme Handbook
- Represent DDG in Myanmar and elsewhere if requested.
About you
To be successful in the role you must have:
Professional competencies:
- A minimum of 7 years of working experience at senior management level with humanitarian NGOs or similar international bodies out of which 5 years must have been within the Mine Action sector
- A minimum of 5 years of working experience in the area of mine clearance and Explosive Ordnance Disposal (IMAS EOD level 3 is required)
- Experience in managing Mine Risk Education programming is desired.
- Experience in managing the safety of personnel and assets is desired.
- Fluency in written and spoken English with excellent writing skills is required.
- Experience from working with Government authorities is highly desirable.
- Experience with programme management, staff management, monitoring and evaluation is highly desirable
- Working experience from Asia is deemed an asset
- Experience with programmes within Armed Violence Reduction (AVR) is deemed an asset

We offer
DRC will offer the successful applicant a 12 months contract with the possibility of extension. Envisaged start date is early January 2016.

Duty station: Position based in Yangon, Myanmar with frequent travel to field locations.
The selected candidate must be prepared much travels to field sites and extended periods living and working in environments with limited recreational and social facilities. Accommodation is provided.
