Tasks And Responsibilities
- The DDG Head of Programme will report to the Country Director (based in Kabul) with a technical line to DDG’s Programme Operations Coordinator in the Asia Region and have the overall responsibility of the DDG portfolio in Afghanistan under the Country Director.
- In coordination with the other SMT members and under the lead of the Afghanistan Country Director, DDG Head of Programme will play a key role in leading DDG’s strategic engagement in Afghanistan, shaping and advising on DDG programming, and ensuring programme coherence, alignment and delivery with DDG and DRC’s global mandate and objectives, and quality delivery.
- The DDG Head of Programme will be responsible for donor liaison and for liaison/representation with government authorities in the areas of implementation, as well as national level, under the guidance of the Country Director and in coordination with the DRC/DDG Afghanistan SMT.
- Strategic Programme development in conjunction with DRC HoP and under guidance of the CD.
- Plan, implement and monitor DDG’s activities in Afghanistan in line with Strategic Plan.
- Co-ordinate and work with all relevant stakeholders.
- Lead DDG programme implementation and development.
- Promote the integration of DRC and DDG programming in Afghanistan in close collaboration with DRC HoP.
- Work closely with the DRC Head of Programme on developing joint DRC/DDG programmes and projects.
- Work closely with DRC HoP to integrate grants management and MEAL across the combined DRC-DDG portfolio.
- Manage the DDG budgets.
- Keep the DRC/DDG Country Director informed of programmatic updates and potential fundraising / project ideas and initiatives.
Team Management
- Provide strong leadership to the programme, with oversight and management of DDG expatriate and national staff executing DDG activities.
- Ensure capacity building plans are developed and followed through to enable gradual nationalization of all positions.
- Ensure appraisal/evaluation of staff performance.
Fundraising And Representation
- Identify new programming opportunities and lead concept notes and proposals development
- Liaise with donor representatives in the region and in Kabul as required.
Accountability
- Ensure compliance with DRC/DDG quality management system including CHS.
- Ensure compliance with the guidelines, policies, procedures and values of DRC/DDG.
About you
To be successful in this role we expect you to provide the overall management, oversight, and leadership to DDG’s program. Moreover, we also expect the following:
An MA/MSc or equivalent level in a relevant discipline
Experience working on AVR and/or Mine Action programming and implementation
Excellent verbal and written communication skills in English (writing reports and proposals).
Proven ability to mentor and coach others. Staff management is important in this position.
Politically and culturally sensitive with qualities of patience, tact and diplomacy.
The capacity and willingness to be flexible and accommodating in difficult and insecure circumstances.
At least 3 years of proven experience with programme management in senior position (planning, implementation and monitoring) from a complex and fragile environment
Experience in programmatic design of integrated responses
Experience working with donors and external relations
Strong capacity in liaison and networking with national stakeholders, both on a national and local level.
Openness and transparency – when working with national and local partners
A mindset of collaboration and coordination – in regard to working with related partners and institutions such as other NGOs and the UN.
