Overall purpose of the role:
Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world. Danish Demining Group (DDG) is a specialized unit within DRC that focuses on community safety programming. DDG strives to identify safety and security needs from the perspective of those living in conflict areas and engage communities to help them find non-violent solutions and address the root causes of conflict and local safety and security challenges.
DRC/DDG has been working in Libya and Tunisia since 2011 to address community safety and enhance community resilience in Tunisia-Libya borderlands. End 2018 DDG expanded its program into other cities in Libya focusing on community dialogue and the establishment of a national network of local security stakeholders, as part of a security sector reform (SSR) project. After the finalization of an actor mapping that is currently being conducted, DDG plans to convene a wide range of local Libyan security providers and recipients of security provision in community dialogues aimed at generating diverse perspectives on the challenges, gaps and existing community capacities in security provision and for SSR planning and action. This examination of security governance capabilities will inform a second batch of community dialogue forums investing in a participatory visioning process for future SSR planning and action, each forum centering on a key theme for security sector planning.
The overall purpose of this consultancy is to deliver a training on dialogue facilitation skills to ensure that the DDG Community Liaison Officers have the skills to plan and facilitate dialogue sessions/forums. By the end of the training, DDG CLOs should know how to structure a dialogue session and how to create a safe space for diverse perspectives, guide the discussion in a constructive way, and manage challenging personalities and opinions. The training should be focused on theory as well as skills application and practice. The training will also provide a space for the project team to plan for implementation of the dialogue sessions/forums, including agenda and topics preparation. As such, DDG is seeking expert Tunisian or Libyan trainers who have practical experience in dialogue facilitation.
Responsibilities:
The Dialogue Facilitation Trainer, supervised by the Program Manager, is expected to design the training/workshop methodology and deliver the training for DDG Community Safety Team (3 Community Liaison Officers, 1 Team Leader) – total 8 days.
Collaborate on design of training/workshop methodology (3 days)
Design the overall agenda and methodology of the dialogue facilitation training
Revise existing training materials to match project and activity aims and new resources on practical exercises
Deliver the dialogue facilitation training (2 days) and dialogue sessions/forums preparation (2 days)
Theory
Facilitate practical exercises and provide tailored feedback to build participants’ dialogue facilitation skills
Facilitate team planning on dialogue sessions/forums incl. content
Summarize workshop outputs and outcomes (1 day)
Training/Workshop Report
Provide feedback to DDG CLOs on dialogue sessions/forums preparation documents
Deliverables:
Review DDG Dialogue Facilitation materials (Handbook, presentations) and understanding of intended outcomes of dialogues within project frame: Mid April
Final training agenda and materials: Mid April
Training in Tunis: End April
Training report: 1st week May

Experience and technical competencies:
Experience
· At least 5 years of experience delivering trainings and interactive learning methodologies
· At least 2 years of experience working on community-based dialogue facilitation

Education:
· A university degree in social science, political science, or related field
Languages:
· Excellent writing and communication skills in English, Arabic
