The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
Position title: Interim Project Coordination Delegate

Purpose of the position
To ensure the successful implementation and reporting of projects in CAR in close cooperation with the Central African Republic Red Cross society (CRCA), the Netherlands Red Cross (NLRC) Country Representative and its local partners.
Background
The NLRC has selected the CRCA as one of their partners. The partnership includes a long term commitment to support the strengthening of the CRCA and its staff as well as to address humanitarian and development needs of the most vulnerable people in the country.
The NLRC supports the CRCA through a programmatic partnership, with longer term development assistance through five main projects: Response Preparedness II (RP II), Livelihoods and basic needs for the Youth (Chronic Crisis), Kick Hunger – Kanga Nzala, ECHO Floods preparedness and response, and Covid-19.. The first project focuses on enhancing preparedness of the National Society CAR RC to better respond to future disasters with an aim of having by the end of September 2021 the impact of disasters vulnerable people in CAR reduced. The second project focuses on livelihoods and basic needs for the youth with an overall objective to ensure that vulnerable youth is economically and socially integrated through economic empowerment, first aid trainings promoting peace due to trainings in 7 principles, Conflict management, social cohesion and SRH (including SGBV awareness).
In addition, and more recently the NLRC supports the CRCA to provide a rapid and inclusive response in an integrated approach based on humanitarian principles to address the hunger threat with consolidation of peace to those affected in targeted districts through the provision of safe drinking water with resilient infrastructures, a safer environment and community empowerment for recover (Kick Hunger), as well as supporting the CRCA in responding to Flood risks (ECHO Floods). Finally, we are also supporting the national Covid-19 response in CAR through our Covid-19 response project funded by the Netherlands Ministry of Foreign Affairs.
Position in the organization
The NLRC Interim Project Coordination Delegate will report to the country representative based in Bangui. The Interim Project Coordination Delegate will be based in the CRCA headquarters and work directly with a dedicated counterpart to support the project implementation. The Interim Project Coordination Delegate will work closely with staff based at NLRC HQ, including the Portfolio Officer, technical advisors and PMER. Security remains a serious concern when working and living in the Central African Republic; hence related arrangements are made with the ICRC delegation.

Project management
- Support planning, implementation, monitoring and evaluation of projects, particularly of the Chronic Crisis, Kick Hunger and ECHO projects
- Liaise with and get NLRC HQ approval, i.e. on project agreements, contracts, donor regulations, communication, financial regulations and technical support
- Support and follow processes related to project implementation, incl. preparation and approval of activity plans, reporting procedure, financial management and processes, monitoring and communications
- Establish linkages with RC/RC Movement partners related to project implementation
- Establish and maintain linkages with relevant stakeholders, incl. NGOs and local government, to ensure local knowledge and appropriateness of project activities and to have synergies and establish connections where relevant
- Works according NLRC’s Standard Project Approach (SPA)
- Provide input for new project proposals, where relevant
Financial management
- Assume responsibility as budget holder for the projects, thereby and with the support from the Finance Delegate, compiling budgets and submitting financial reports, budget revisions and amendments, and seek with formal approval from NLRC HQ
- Monitor closely budget spending of CRCA related to project activities, and coordinate with NLRC Finance Adviser to identify needs or requirements related to financial management
- Check and sign expenditure vouchers for the projects , to see whether all are in line with approved budget and activity plan, timely reported and according to donor procedures. This includes a thorough verification of supporting documents and procedures followed.
Ensures that project financial reports are in NLRC format, meet donor criteria and are submitted to NLRC HQ in a timely manner.
Requirements/Qualifications
For this position, NLRC is looking for an experienced person that can adapt quickly to new tasks and challenges, with the following qualifications:
- Master degree in Social Science, International Development, Business Management or other relevant field**
- At least 8 years’ experience in the development and/or humanitarian field
- Strategic thinker with a strong track record in programme design and implementation
- Demonstrated ability for high level representation (e.g. donor liaison)
- Experience in the area of capacity building and development of non-governmental organisations, preferably of Red Cross and Red Crescent Societies.
- Able to work in politically complex and challenging environment.
- Experience in working at managerial level in an international organisation.
- Experience in programme management , including programme identification, formulation, management, implementation, monitoring and evaluation, preferably within the Red Cross Red Crescent Movement
- Excellent narrative and financial reporting and proposal writing skills.
- Strong project management skills, incl. Project Cycle Management with proven budget planning and expenditures monitoring as well as reporting skill
- Working experience in the region is preferred, as is knowledge on the political, economic and socio-cultural climate of Central African Republic
- Able to adhere to policy and procedures of the NLRC whilst effectively managing programmes and people
- Able to make sound judgements and decisions.
- Good social/diplomatic skills and culturally sensitive, flexible and creative.
- Able to work independently, as well in a team with the guidance of the Country Representative, and the Partnership and Portfolio Coordinator;
- Fluent in spoken and written of French and English;
- Strong interpersonal skills.
- Practical knowledge of computer Skills (Microsoft Office, Winpaccs, Document Management programmes).
