Final Evaluation Hurricane Irma Recovery Program Sint Maarten

The final evaluation will need to assess the long-term recovery phase of the Sint Maarten program, which is funded by the Dutch public and implemented between August 2018 and June 2021. The long-term recovery phase of the Hurricane Irma Recovery Program consists of multiple projects, linked to the areas of Safe and Healthy Living, Economic Security and Disaster Management.

Most of the Hurricane Irma Recovery projects are led and implemented directly by the Netherlands Red Cross (NLRC). For a number of projects, NLRC has contracted implementing partners to fully implement projects outside of the NLRC organizational program setup.

The NLRC projects are: Home Repair, Psychosocial Support, Livelihoods, Community-Based Disaster Risk Reduction, Response Preparedness and Capacity Building.

The implementation process, results and impact of the various components of the program will be evaluated, both for accountability and for learning for future response operations

The evaluation will assess the achievements of the program on beneficiary, community and stakeholder level

NLRC prefers the review to use five out of six of the newly adjusted OECD DAC criteria:

  1. Relevance • To what extent did the program respond to the needs of the target group.

  2. Effectiveness • To what extent has the program been effective in reaching the objectives that were set out in the program design.

  3. Long-term change • What are the perceived and projected changes or effects (both positive and negative) caused by the long-term recovery phase, according to the targeted people on St. Maarten.

  4. Synergies • To what extent have collaborations on project implementation level between the different project departments lead to better results.

  5. Sustainability • What measures have been taken to ensure sustainability of the disaster preparedness and emergency response capacity.

The evaluator will be asked to use a theory-based qualitative approach to assess the attribution of cause and effect for interventions and observed outcomes.

Deliverables are 1) an Inception report including a detailed review work plan and 2) the Final Evaluation report written in English with a maximum of 40 pages containing amongst others an executive summary specifically addressing what has been working well and what needs improvement in two clearly separated paragraphs

The evaluation is expected to be implemented between April and July 2021
