The Netherlands Red Cross (NLRC) helps to reduce vulnerabilities and strengthen resilience by responding to disasters and crises and by supporting community and institutional risk reduction and preparedness. The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

In Response to the Haiti Earthquake of 14 August 2021 we are looking for a WASH Project Manager to be based in Les Cayes (South Department in Haiti), with frequent field visits to the target area.

Background

An earthquake with a magnitude of 7.2 has occurred in the southern part of Haiti on 14 August 2021. A large number of people were affected, mainly in the departments of Sud, Nippes and Grand Anse. Together with the Haitian Red Cross, the NLRC has offered immediate response in supporting search and rescue and the direct distribution of available relief items. Currently, this support is continuing and the NLRC field team is working on repairing affected water supply systems in the first phase which deals with small and urgent WASH repairs, under guidance of the emergency WASH engineer. The WASH Project Manager will work with the WASH team in the 2nd phase of the WASH system rehabilitations in coordination with the relevant government body (DINEPA).

Place in the organisation

The WASH Project Manager will be a member of the Netherlands Red Cross Haiti delegation and reports to the Emergency Project Coordinator, who is also based in Les Cayes.

Purpose of the position

The overall responsibility of the WASH Project Manager is to work on the technical improvement of water systems in the selected areas, provision of water points in the project region in coordination with the Haitian Red Cross (HRCS) and DINEPA as well as support the hygiene promotion campaign. A strong emphasis is put on ensuring the sustainability of the project by engaging the Technical Local Water Technician and Local Water Committee. The team of NLRC works closely with other Movement partners in particular the IFRC Appeal program. The WASH Project Manager will work closely with the Emergency Project Coordinator to ensure a comprehensive and well-planned programme and approach across the sectors.

Responsibilities

· Support the HRCS and DINEPA with improving the gravity fed water systems, in the selected areas.

· Support the hygiene promotion staff and ensure soft and hardware activities are well coordinated and will contribute to the response.

· Support the delivery and development of relevant trainings to the local water management committees, local authorities on, water point maintenance.

· Contribute to developing additional emergency WASH interventions to support the ongoing WASH response.

· Work closely with the HRCS at all levels in the field.

· Attend relevant WASH sector meetings and ensure direct links with the DINEPA led water sector.

· Liaise with and encourage the HRCS to engage effectively with DINEPA, community groups, beneficiaries and the private WASH sector where appropriate. Ensure all activities are in line with DINEPA strategy or accepted by relevant authorities.

· Follow up and ensure that project activities and results are achieved successfully and in accordance with project documents.

· Ensure team cohesiveness and contribute to creating a constructive working environment based on mutual respect.

· Co-ordinate activities with other Participating National Society and Bilateral Delegates.

· Manage the dedicated budget lines allocated to WASH operations

· Any other tasks that may be required (within reason) to achieve the objective of this assignment**

Candidate profile:

The Red Cross seeks employees with talent and excellent competencies for a position and is not guided by cultural background, physical limitations, gender identity, religious beliefs, orientation or age.

· Professional qualifications in Civil engineering with good understanding of Hydraulics

· Field experience in WASH is required

· At least four years’ practical experience in developing countries. It is desirable that some of this should have been in emergency relief or recovery programmes.

· Good written and spoken French is essential, combined with English is preferred.

· Willingness to travel at short notice, often in difficult circumstances

· Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.

· Knowledge of Haitian context is an asset

· Knowledge of Red Cross/ Red Crescent principles is an asset

· GIS competencies

· Good physical conditions
