Proposal Development (eSingle Form) for ECHO HIP 2023 in Ethiopia

1. Title of the consultancy

Development of the full proposal (eSingle Form) for ECHO HIP 2023 in Ethiopia.

2. Stakeholders and lines of communication

Stakeholders:

The consortium for ECHO HIP 2023 proposal in Ethiopia is as follows:

  • The Netherlands Red Cross (NLRC) – lead of the consortium
  • Ethiopian Red Cross Society (ERCS) – implementing partner
  • Danish Red Cross (DRC) – co-partner in the consortium
  • Austrian Red Cross (AutRC) – co-partner in the consortium
  • German Red Cross (GRC) – co-partner in the consortium

Lines of communication:

Focal person from the Netherlands Red Cross in Ethiopia will be NLRC delegate in country. Consultant will liaise with the focal point and can also directly engage with other partners in the consortium, but report to NLRC delegate.

At the NLRC HQ level (Netherlands), a focal person will be also assigned.

These two NLRC focal points will also link the consultant with other relevant advisors at NLRC and with focal points from other partners.

3. Context and background

The Netherlands Red Cross has an ongoing ECHO-funded Action in Ethiopia which is focused on Disaster Preparedness (DP) and is funded from ECHO HIP DP budget line. The consortium for this ongoing Action consists of: NLRC (lead), ERCS (implementing partner), DRC (co-partner). In 2020 there was also a DP ECHO-funded action led by NLRC in Ethiopia, which is now successfully finalized.

For ECHO HIP 2023, NLRC and partners plan to apply in the consortium as outlined in the stakeholders section. The application will focus on ECHO HIP response funding and aim to build on two implemented DP ECHO-funded actions. Envisaged sectors of intervention are: WASH, Health (Emergency Medical Services, Psychosocial support), Food Security (multipurpose cash) and mainstreaming DP (pre-stocking).

It is important to mention that from January 2021 new period of partnership with ECHO has started (2021-2027), therefore some DG ECHO rules and requirements have changed since 2021, including updated Single Form format. This means that the consultant, supported by the NLRC team, need to ensure the proposal is in line with new ECHO requirements, and that the right formats are used.

5. Scope

The consultant will be hired to:

  • Develop high quality proposal for ECHO HIP 2023 in Ethiopia, in line with ECHO up-to-date requirements and in cooperation with relevant NLRC staff, as well as other stakeholders.
  • Ensure all the components of proposal are aligned (especially that the budget and workplan are aligned with the narrative) and advise on the budget and workplan if needed.
  • Advise on needs assessment if needed.
  • If possible (timewise) final proposal should be delivered in new offline Single Form, not in Word.
  • Selected consultant will be expected to travel to Ethiopia for estimated 10-14 days.

What is not required from the consultant:

  • There is no needs assessment to conduct by the consultant (assessments will be done by partners in country).
  • Developing the budget is not required – it will be developed by the NLRC financial team and cross-checked with the consultant.
  • Uploading the proposal in APPEL and submission will be done by NLRC HQ.

6. Methodology

The consultant will:

- Review relevant literature and documents, including the Humanitarian Implementation plan (HIP) Horn of Africa 2023 and its Technical and Policy Annexes.

- Review relevant ECHO policies and guidelines to ensure alignment between this guidance and the new proposal.

- Review new ECHO guidelines and formats (for Partnership period 2021-2027) to ensure the proposal is aligned with them.

- Review the proposal and materials on the ongoing ECHO-funded Action in Ethiopia and retrieve useful information to be used in proposal for HIP 2023, especially in the aspect of lessons learnt and building on what was achieved in the ongoing Action.

- Review humanitarian strategies in the country, strategy (or country plans) of especially NLRC, ERCS, etc. to inform the preparation and finalization of the proposal.

- Take into account working modalities between ERCS and its partners within the humanitarian context as well as government programs.

- Take into account ECHO evaluation criteria (listed in the HIP documents but also available on ECHO website) to ensure the proposal addresses all of them.

- Work in consultation with assigned NLRC country-based staff (focal person).

- Work in consultation with NLRC HQ staff: M+E to agree on formulation of indicators, results and objectives; FC to agree on budget; technical advisors as relevant.

- Work with (and report to) NLRC HQ institutional donor liaison officer along side the NLRC HQ desk for Ethiopia (PPC and PO).

7. Deliverables, required output and planning

All dates will be dependent on the submission deadline outlined upon the release of the ECHO HIP 2023. All planning will be adjusted in line with this deadline. Tentative proposed planning is as follows:

- Familiarization with relevant documents 5 to 9 December 2023.

- Start of work on the proposal 12 to 23 December 2023.

- First draft to be delivered (in Word version) by 23 December 2023.

- Complete final proposal by 13 January (depends on the donor deadline). Deliver in MS Word and completed offline eSingle Form.

The dates of the deliverables will be confirmed upon the HIP 2023 release, but expected submission deadline is mid-end of January 2023.

8. Profile of the consultant

The consultant needs to have:

  • Experience with proposals for DG ECHO, knowledge of ECHO rules and requirements, and record of successful ECHO submissions in the past,
  • Experience in working with the Red Cross Red Crescent Movement,
  • Strong communication and organizational skills.
